Update on Field of Study Requirement for Post-Graduation Work Permits
Immigration, Refugees and Citizenship Canada (IRCC) has announced updates to the field of study requirement for Post-Graduation Work Permits (PGWPs), effective immediately, as part of ongoing reforms to the International Student Program. Introduced on November 1, 2024, this requirement mandates that international students in non-degree programs (excluding bachelor’s, master’s, or doctoral degrees) complete a program in an eligible field of study linked to occupations in long-term shortage, such as those prioritized under Express Entry.
Key Updates
Revised Eligible Fields: The list of eligible fields, based on the Classification of Instructional Programs (CIP) system, has been updated to align with 2025 Express Entry priorities:
119 New Fields Added: Includes programs in healthcare, social services, education, and skilled trades to address critical labor shortages.
178 Fields Removed: Fields no longer linked to long-term labor shortages are now ineligible.
Total Eligible Fields: 920 fields of study now qualify for a PGWP.
Transitional Provision: Students who applied for a study permit before June 25, 2025, remain eligible for a PGWP if their program was on the previous CIP list at the time of application, even if it has since been removed.
Scope of Requirement: The field of study rule applies only to non-degree program graduates who applied for a study permit on or after November 1, 2024. Bachelor’s, master’s, and doctoral degree holders are exempt.
Unchanged Criteria: Language proficiency requirements (CLB 7 for university graduates, CLB 5 for college graduates) and other PGWP eligibility conditions remain in effect.
Implications
The addition of 119 fields reflects Canada’s focus on sectors like healthcare and trades, offering more opportunities for students in these areas to gain work experience and pursue permanent residency. However, the removal of 178 fields may limit options for some students, potentially influencing program choices at Designated Learning Institutions (DLIs).
